Weltgipfel Rio +5, New York 1997

Am 23.-27. Juni 1997 fand in New York eine UN-Sondergeneralversammlung "5 Jahre nach Rio" statt. Hauptthema war: Welche Veränderungen haben die Hauptakteure - einschließlich Regierungen, internationale Politiker, Wirtschaft, Gewerkschaften, Frauengruppen und andere - in den fünf Jahren nach Rio erreicht? An dem Erdgipfel +5 nahmen 53 Staats- und Regierungschefs sowie 65 Minister für Umwelt oder anderer Ressorts teil.

Ziele
Der Erdgipfel +5 hatte folgende Ziele:

  • Wiederbelebung und Stärkung der (Selbst)Verpflichtungen für eine nachhaltige Entwicklung (To revitalize and energize commitments to sustainable development)
  • offenes Feststellen von Versagen und Identifizieren der jeweiligen Gründe (To frankly recognize failures and identify reasons why)
  • Erkennen von Erreichtem und Identifizieren von Aktionen die in der Sache weiterführen (To recognize achievements and identify actions that will boost them)
  • Festlegen von Prioritäten für die Zeit nach 1997 (To define priorities for the post-97 period)
  • Feststellen der Probleme, die in Rio nicht genügend gewürdigt wurden (To raise the profile of issues addressed insufficiently by Rio).
Ergebnisse
Der Erdgipfel +5 endete im Prinzip mit großer Ernüchterung bis hin zur Enttäuschung und eigentlich mit nur einer Übereinstimmung, nämlich dass es der Erde schlechter gehe als je zuvor. Hierüber konnten kleinere lediglich auf einzelnen Sektoren erreichte Fortschritte wie z.B. bei Klimaveränderungen, Waldverlusten oder knappen Süßwasserreserven nicht hinwegtäuschen. Probleme zeichneten sich insbesondere ab bei der Zunahme der Emissionen von Treibhausgasen, und bei der Freisetzung toxischer Stoffe und fester Abfälle.

Dennoch war das Schlussdokument, das die Delegierten von über 165 Ländern verabschiedeten, eher enttäuschend, denn es enthielt nur wenige konkrete Verpflichtungen für zu ergreifende Maßnahmen. Insbesondere wegen der Nord-Süd-Differenzen darüber, wie nachhaltige Entwicklung global finanziert werden sollte bzw. könnte, gab es keine großen Durchbrüche. Dieses Schlussdokument, das sog. Programm für die weitere Umsetzung der Agenda 21 (Programme for the Further Implementation of Agenda 21), enthält eine Reihe sorgfältig austarierter Formulierungen, um die Differenzen zu kaschieren. Dabei geht es um folgende Punkte:

  • Klimaveränderungen: Auf der Klimakonferenz in Kyoto 1997 sollen gesetzlich verbindliche, sinnvolle, realistische und gerechte Zielvorgaben für Industrienationen festgelegt werden, die zu einer signifikanten Senkung der Freisetzung von Treibhausgasen innerhalb definierter Zeiträume so wie 2005, 2010 und 2020 führen werden. (Preparing the way for a December 1997 conference in Kyoto, Japan, at which countries have pledged to strengthen the UN Convention on Climate Change, Governments after heated negotiation compromised and agreed to consider "legally binding, meaningful, realistic and equitable targets" for developed countries that will result in "significant reductions in greenhouse gas emissions within specified time-frames, such as 2005, 2010 and 2020".)
  • Wälder: Als Kompromisslösung wurde die Einrichtung eines Regierungsübergreifenden Waldforums unter der UN-Kommission für nachhaltige Entwicklung (CSD) beschlossen. Dieses Forum soll die über 130 Aktionsvorschläge einer UN-Wald-Arbeitsgruppe vom März 1997 überwachen und deren Umsetzung vorantreiben und darüber dem CSD in zwei Jahren berichten. Außerdem soll das Forum einen Konsens herstellen über internationale Mechanismen, z.B. gesetzlich verbindliche Instrumente. (The hotly contested debate on forests focused on how to continue the policy dialogue begun in Rio and whether to start negotiations for a legally binding convention. Canada and the European Union strongly favoured a new treaty, but the United States, Brazil, India and most major environment organizations were opposed. In the end it was decided to set up an Intergovernmental Forum on Forests under the UN Commission on Sustainable Development (CSD). The Forum, which will report back to the CSD in 1999, is to monitor and promote implementation of over 130 action proposals made in March 1997 by a UN panel on forests, as well as build consensus for international mechanisms, for example a legally binding instrument.)
  • Finanzierung: Obwohl keine speziellen finanziellen Verpflichtungen festgelegt wurden, wurde übereinstimmend festgestellt, dass Industrieländer ihre Verpflichtung von Rio, das UN-Ziel von 0,7 Prozent des Bruttosozialproduktes (GNP) (gross national product) für Entwicklungshilfe (ODA) (official development assistance) aufzuwenden, erfüllen sollten, und dass "verstärkte Anstrengungen" unternommen werden sollten, den Abwärtstrend bei der Entwicklungshilfe seit 1992 zu stoppen. Ein Vorschlag der EU zur Besteuerung von Flugzeugbenzin stieß auf Ablehnung. (Although no new specific financial commitments were made, Governments agreed to a general statement that developed countries should fulfil their commitment made in Rio to reach the UN target of 0.7 per cent of GNP for ODA, and that "intensified efforts" should be made to reverse the downward trend in ODA since 1992. A ministerial-level contact group that had sought to set target dates for ODA increases as part of a finance package ended without agreement. ... An international tax on aviation fuel -- proposed by the European Union both to incorporate the hidden environmental costs of air travel and to raise funds for sustainable development -- encountered opposition. Governments agreed that studies should continue on the use of such economic instruments in the aviation sector, and the EU is considering applying the tax within its own region.)
  • Frischwasser: Die Kommission für nachhaltige Entwicklung (CSD = Commission on Sustainable Development) soll sich auf ihrer nächsten Sitzung in 1998 mit einer globalen Strategie zur Sicherung und zum Schutz von Frischwasserressourcen befassen. Die Regierungschefs gaben diesem Thema "höchste Priorität", da ein auf dem Erdgipfel +5 vorgelegter Bericht zu dem Ergebnis kam, dass, wenn keine Maßnahmen ergriffen werden, in 2025 zwei Drittel der Menschheit in Ländern leben wird, die moderate bis schwerwiegende Wasserprobleme haben werden. (Based on a recent UN assessment of the world's freshwater resources that shows a possible impending water crisis, Governments called for discussions at the 1998 session of the Commission on Sustainable Development to consider a global strategy to preserve and protect freshwater supplies. They gave the issue "highest priority" in light of the report's finding that, unless action is taken, by 2025 two thirds of humanity will live in countries facing moderate to severe water stress.)
  • Wüstenbildung: Man kam überein, dass die Regierungen die Konvention zur Bekämpfung der Wüstenbildung ratifizieren und umsetzen sollten. Die finanziellen Fragen sollen auf der 1. Weltwüstenkonferenz geklärt werden. (It was agreed that Governments should ratify and implement the Convention to Combat Desertification. But while developing countries urged that donor countries provide "new and additional financial resources" to the Global Mechanism to fund the Convention's implementation, developed countries preferred to support a Mechanism that would be able to promote the "mobilization and channeling of substantial resources". Despite protracted talks, a compromise could not be reached and both points of view were reflected in the text. The financing issue is likely to be revisited at the first Conference of Parties to the Convention in September 1997.)
  • Konsum- und Produktionsmuster: Einer Initiative der EU zur Ökoeffizienz - Faktor 10 auf lange Sicht, möglicherweise Faktor 4 innerhalb der nächsten zwei oder drei Jahrzehnte - wurde zugestimmt, nachdem klargestellt wurde, dass die Zielvorgaben nur für industrialisierte Länder gelten sollen. (An initiative by the European Union on eco-efficiency -- to consider setting a target of achieving a tenfold improvement in productivity in the long-term, with a possible four-fold increase in the next two or three decades -- was agreed after it was specified that the targets were intended for industrialized countries.)
Weitere Punkte mit mehr oder weniger scharfen Forderungen betrafen die Sektoren
  • Energie (Energy. On the contentious issue of energy subsidies and pricing, it was agreed to encourage Governments and the private sector to consider ways to promote internalization of environmental costs in energy prices, and to recognize the need to encourage the reduction and gradual elimination of subsidies that inhibit sustainable development. The need was recognized for "evolving commitments" for the transfer of clean technologies to developing countries. It was also agreed that talks on how to advance sustainable production and use of energy should take place at the CSD in the year 2001, with preparations to take place over a longer time-frame within an open-ended intergovernmental group of experts.),
  • Ozeane und Meere (Oceans and Seas. Governments agreed on the urgent need to eliminate overfishing and excess fishing capacity, to consider the impact of subsidies to fishing fleets, and to strengthen implementation of existing agreements on marine pollution and sustainable use of oceans.),
  • Armut (Poverty. Governments agreed that full implementation of the Social Summit programme of action is essential and listed priority actions. A proposal in the draft political statement that Governments would reduce by half, by the year 2015, the proportion of people living in absolute poverty did not resurface after the statement was dropped.)
  • Institutionen (Institutions. Governments called for an enhanced role and adequate funding for a revitalized UN Environment Programme (UNEP). The 1998-2002 work programme was decided for the Commission on Sustainable Development, which will continue to be the central forum for reviewing implementation of Agenda 21. The next review by the General Assembly was set for 2002. A joint initiative by the Heads of State of Brazil, Germany, Singapore and South Africa, proposing the creation of a global environmental umbrella organization under the UN, with UNEP as a major pillar, was not reflected in any official decisions.)
  • und andere Initiativen, hier das Auslaufen der Verwendung von verbleitem Benzin (Other Initiatives. Governments agreed to phase out the use of leaded gasoline as soon as possible. They also asked the United Nations to undertake a work programme to promote sustainable tourism, under the CSD.).
Als positiv für die Zukunftsperspektiven einer "nachhaltigen Entwicklung" muss die Umsetzung der Idee von Rio von einer "Teilnahme" bzw. Partizipation auf dem Erdgipfel +5 angesehen werden. Neben rund 2.500 Regierungsvertretern und -delegierten nahmen ca. 1.000 Vertreter von Nichtstaatliche Organisationen (NGO) teil. Erstmals in der Geschichte der UN durften in der UN-Vollversammlung Vertreter der "Hauptgruppen" (Major Groups), die in der Agenda 21 definiert werden, sprechen, einschließlich Vertreter von Umwelt- und Dritte-Welt-, Frauen-, Indigenen- Gruppen, Farmer, Gewerkschaften, Wissenschaftler, Lokalbehörden, Jugend und Privatleute.
